El Dr. Alberto Gonzales Guzmán es médico cirujano y gestor en salud. Dirige la formación del personal de salud en el Ministerio de Salud del Perú y fue director general del Hospital de Emergencias José Casimiro Ulloa. Es doctor en Desarrollo y Seguridad Estratégica.
El Dr. Alberto Gonzales Guzmán es médico cirujano por la Universidad Peruana Cayetano Heredia y especialista en Gestión en Salud por la Universidad Nacional Mayor de San Marcos. Lleva más de 18 años dirigiendo instituciones del sistema de salud peruano: fue director general del Hospital de Emergencias José Casimiro Ulloa, con más de 2000 trabajadores y un presupuesto anual de S/100 millones, y director del Asegurado en SaludPol. Hoy conduce el fortalecimiento de capacidades del personal de salud en el Ministerio de Salud. Es doctor en Desarrollo y Seguridad Estratégica por el CAEN, maestro en Salud Pública y en Economía, y Black Belt en Lean Six Sigma. Es docente de posgrado en la Universidad Científica del Sur y bombero voluntario con grado de capitán.
El Dr. Alberto Gonzales Guzmán es médico cirujano por la Universidad Peruana Cayetano Heredia y especialista en Gestión en Salud por la Universidad Nacional Mayor de San Marcos. Durante más de 18 años ha trabajado dentro del sistema de salud peruano, no como observador externo, dirigiendo hospitales, aseguradoras, redes integradas y clínicas privadas. Actualmente dirige el fortalecimiento de capacidades del personal de la salud en la Dirección General de Personal de la Salud del Ministerio de Salud del Perú. Entre 2024 y 2025 fue director general del Hospital de Emergencias José Casimiro Ulloa, institución altamente especializada con más de 2000 trabajadores y un presupuesto anual de S/100 millones, donde alcanzó 99.95% de ejecución presupuestal e impulsó inversiones en equipamiento y reconocimientos de buenas prácticas en gestión pública. Antes fue director del Asegurado en SaludPol, condujo redes integradas en DIRIS Lima Norte con más de 100 establecimientos a cargo, y trabajó en SISOL y en proyectos de Socios en Salud con UNITAID en Ucayali. Condujo el Programa Presupuestal 0024 de Prevención y Control del Cáncer y participó en la formulación de políticas de cáncer infantil en el ORAS-CONHU. Su formación cruza disciplinas: es doctor en Desarrollo y Seguridad Estratégica por el Centro de Altos Estudios Nacionales, maestro en Salud Pública por Cayetano Heredia y maestro en Economía por San Marcos, Black Belt en Lean Six Sigma por la Universidad del Pacífico, y cursa una maestría en Analítica de Datos e Inteligencia Artificial en ESAN y estudios de Filosofía en la Universidad Antonio Ruiz de Montoya. Es docente de posgrado en la Universidad Científica del Sur y asesor de medicina ocupacional en la Universidad Antonio Ruiz de Montoya. Ha publicado investigación revisada por pares sobre violencia y emergencias hospitalarias y sobre el presupuesto de la gestión del riesgo de desastres en salud, y ha sido ponente en foros de salud en Ginebra, Viena, Panamá, Bogotá y Santiago. Es bombero voluntario del Cuerpo General de Bomberos Voluntarios del Perú, con grado de capitán.

He currently leads health workforce capacity development at the Directorate General of Health Personnel of Peru's Ministry of Health. Between 2024 and 2025 he was general director of the José Casimiro Ulloa Emergency Hospital, a highly specialised institution with more than 2,000 staff and an annual budget of PEN 100 million, where he reached 99.95% budget execution and drove investment in equipment and recognised good practices in public management. He previously served as director of member services at SaludPol, led integrated health networks at DIRIS Lima Norte overseeing more than 100 health facilities, and worked at SISOL and on Partners In Health–UNITAID projects in Ucayali. He directed Peru's Budget Programme 0024 for Cancer Prevention and Control and contributed to childhood cancer policy at ORAS-CONHU. His training crosses disciplines: a doctorate in Development and Strategic Security from the National Centre for Higher Studies, a master's in Public Health from Cayetano Heredia and a master's in Economics from San Marcos, a Lean Six Sigma Black Belt from Universidad del Pacífico, and ongoing graduate studies in Data Analytics and Artificial Intelligence at ESAN and in Philosophy at Universidad Antonio Ruiz de Montoya. He teaches at the graduate school of Universidad Científica del Sur and advises on occupational medicine at Universidad Antonio Ruiz de Montoya. He has published peer-reviewed research on violence-related emergency care and on budgeting for disaster risk management in health, and has spoken at health forums in Geneva, Vienna, Panama City, Bogotá and Santiago. He is a volunteer firefighter with Peru's National Fire Brigade, holding the rank of captain.
